This absolutely makes sense. One of the biggest goals for Datasette 1.0 is "documented template contexts" - for any default template in Datasette that people might want to over-ride there should be documentation that describes the available context variables, plus tests that ensure they don't accidentally get broken by future changes.

Ensuring description/title/etc are available on the index page feels like it fits well into that bucket.
